I couldn't install InternetArchive's warc python library, and Warcat's extract function returned "PermissionError: [Errno 13] Permission denied" some time into the extraction. Note that I'm running windows 10. I was extracting the folders (the entire megawarc, not sure how to do only 1 file, unfortunately), and it was running and extracting for an hour or so before the error came up.
