It's not well-documented, but there are issues on Bugzilla from 2001 (i.e. way before the 0.1 release in Nov 2002) that already report it as normal behaviour, e.g. [14:30] https://bugzilla.mozilla.org/show_bug.cgi?id=79319 . Not entirely sure whether exclamation marks were/are allowed in keywords, but that's really the only potentially missing part.
