That error message can mean two things: IP rate limiting or more workers than items available. The latter is effectively global rate-limiting as we don't want to overwhelm the services. |

From what I can see, we currently do have enough workers, so throwing more at it won't really help. But if someone were to add more shorteners, that could change. |
